Call for Expressions of Interest: Home Energy Retrofit Project

The Arctic Energy Alliance (AEA) is seeking expressions of interest from community governments to participate in the Home Energy Retrofit Project.

Project Information

The AEA has limited one-time funding to support a community government partnership aimed at helping homeowners save energy. Community governments partnering with AEA will receive financial and professional support to deliver practical, low-cost energy saving actions to approximately fifteen (15) modest-income private homeowners. This is the second year of a two-year project funded by Natural Resources Canada and the Government of the Northwest Territories Department of Infrastructure.

This project targets these 3 energy savers:

  • air sealing around doors and windows;
  • furnace servicing, including installing programmable thermostats; and
  • water conservation- low flow toilets, low flow shower heads and leaky taps.

The AEA will support a community government and its identified private homeowners by providing the following: funding to purchase and install energy saving equipment and supplies; project coordination; contract support and contractor management; and technical support as requested.

The AEA will conduct an EnerGuide home evaluation on each participating home. Based on the results and recommendations from the energy evaluations, a request for quotes is made to qualified contractors. Contracts are put in place between the community government and the contractor(s) to complete the work.

Once the work is completed and the contractor invoices the community government (as detailed in the contract), the AEA transfers funding to the community government for payment. The AEA will conduct a follow-up evaluation on each home after the targeted energy saving actions are completed. The second evaluation is done so that the homeowner and funders can confirm the energy and greenhouse gas emissions that will be saved.

The roles and responsibilities of the AEA and the community government will be agreed to in a partnership agreement approved and signed by both partners. Before work starts on the homes, the AEA needs an adopted motion or band council resolution supporting the partnership agreement.

There are financial and in-kind requirement under the project. Community government responsibility (contributions) may include:

  • Use of a vehicle for the home energy evaluation and house inspection portion (in-kind);
  • Contribution to home energy evaluation costs ($150 per home) (financial);
  • Identification of local contractors; and
  • Providing accommodation for AEA staff for the duration of the home evaluation portion (in-kind).
